  ah, so LOCALMIRROR should be a full URL, while DOWNLOAD_FOLDER
should simply be a local directory, is that it?  and LOCALMIRROR takes
precedence over DOWNLOAD_FOLDER?  that seems kind of strange since it
would seem more efficient to look locally before heading out onto the
network.  in any event, that should probably be added to the help for
those options, since that's not at all obvious.  well, ok, it wasn't
obvious to *me*.
