I've tried more than a few times to turn openntpd into a time server, it's documented to work, but it just doesn't. instead, you should use the regular ntpd. I'm not sure what the package name is on openwrt, but it should be in there. once configured as a client and server, the time synchronization should work perfectly once your stratum rises to 3 or higher. (0 and 1 are unattainable unless you are or have a stratum 0 time device)
