It's far from clear what you mean by "doesn't work". Every time I've
used it (always on a home router), it worked. OTOH it's true that
most/all of my home routers have had a tendency to show very poor time
stability, both with openntpd and ntpd. They seem to use different
algorithms, so sometimes one of the two would handle the instability
a bit better than the other, but other than that, openntpd seemed
to work.
