Not necessarily if it has a hardware decoder (and it can be used from Linux)

I don't know what the OP wants to do, but I know there is a boatload
of really cheap network media players, that could be made much more
useful with a real Linux instead of the crippled factory firmware
(probably Linux based).
However I doubt that they have free drivers for Linux (most probably
probably they are using some binary blobs to decode the video).
