I turns out that I required a Mikrotik USB power injector (part number 5VUSB, [1]). This and a 5V DC adapter (1.1mm x 3.5mm plug) allowed the USB interface to operate. It seems other people have had different experiences. In particular, the author of the RB493G OpenWrt support said he was able to use a flash drive with a powered USB hub. My experience and the statements of some MikroTik representatives seem to indicate that the powered USB hub is not sufficient and that the USB power injector is required. Perhaps in some cases there is just enough voltage to get lucky. I was able to purchase the USB power injector from Baltic Networks for $3.
