Tplink wdr4300 or wdr3600 are the more close to your requirements
according my knowledge.

- - POE can be easy solved with POE injector/extractor

- - It does not have two Ethernet but a configurable internal switch
which, depending on your needs, is even better (you could have 5
different Ethernet devices from the OS point of view )

- - It costs less than 100$
