Hi,

the fe80: range is a bit strange as it configured on not only one network
interface on the same device. fe80:: is link local.
When you are pinging to an fe80::-address, it is unclear where to route
the packets to, as there mostly more than one fe80:: network as mentioned
before.

Your "ping -6 -I pppoe-wan" works.
"ping -6 fe80::0230:88ff:fe04:63d4%pppoe-wan" should work, too.
This is the standard notation for link-local target addresses with the
interface.
