"Allowed" is variable from country to country. Not everybody lives in
the US or Europe.

FCC and others are against freedom of programming SDRs, and that
should be fought. Actually it is not the FCC who came up with this
resolution, but the Europeans (if you have time to listen the WBM talk
on the topic, it was mentioned there).

The root cause of this mess is probably a bad support for DFS in open
source drivers in the first place, and a bad idea to push complex DFS
and weather radar on the same band.
