The patch solves the issues with submitting the request from the frontend, but is fails (for me) in writing it correctly into the database.

I tried to fix it by walking along the path of the data and added some more utf8::decode and Encode::_utf8_on calls, but I by fixing on issue I always mess up another one. Can you provide some more information about your setup (database, version of base system) and can you perhaps try using german umlauts? Probably there is an issue with utf8 charaters that have a latin-1 equivalent.
