This means that user which started openxpki-configure does not have permission to write to the terminal /dev/tty. This has nothing to do with openxpki. I would say that jail is not configured properly. Looks like jail was brutally _copied_ from another jail, including its pseudofiles, instead of being installed as prescribed in "man jail".
