We do not have any specific requirements and do not depend on any apache/perl bindings. There are two versions of the handler, one uses the "CGI" and the other the one "FastCGI" module of perl. Any webserver compliant with the cgi standard should do - a customer reported success even with lighthttpd.

Or this scep from  openca-tools is a separate entity?
All the logic for backend and the cgi script acting as frontend are included in the core package but we still depend on the openca-scep binary script to handle the wrapping of the scep/pkcs7 envelop. Note: as we use sha1 as the default hash algo, you MUST use the patched version of openca-tool available at github. There is a plan to replace the binary by internal code, but this is still work to be done.
