Hi,

DPDK support is a part of experimental features, you need to enable them if you 
installed fuel manually: 
http://docs.openstack.org/developer/fuel-docs/userdocs/fuel-user-guide/manage-environment/enable-experimental-features.html
In case of scenario deployments this is done automatically.
