willingness to review.

The chairs believe this I-D is ready for adoption and for the working
group to work on. One common theme in the feedback was the topic of
disambiguation of loss and discard (e.g., controlled or uncontrolled
availability of transfer units), which is a good direction to further
address cause and effect w.r.t. SLOs.

Authors, please rename the I-D to draft-ietf-opsawg-discardmodel-00,
keeping the content as is, and resubmit.
