*Duration: Long Term* *Rate: $ Open* * * *This is our direct client req-** * * * *General Duties:** Working with other members of the project team, the Data Architect will be responsible for providing thought leadership and sharing technical acumen in the areas of data management, to include: discovery, analysis, quality, cleansing, migration, and ongoing stewardship for a new MMIS to be aligned with principles of SOA (Service-Oriented Architecture) and the MITA (Medicaid Information Technology Architecture) framework. Specific tasks will include: • Perform analysis of existing systems and gain clear understanding of the business and technical functions • Lead the effort to develop, document, and communicate the “to be” Data Architecture • Coordinate with other members of the team to develop the Enterprise Architecture • Develop and communicate a strategy for data migration from legacy systems • Guide the data cleansing and migration efforts of vendors, DHHS, and Clemson University staff during planning, design, development, and implementation • Facilitate discussions, and provide education, to team members and other parties on data migration and data management concepts and best practices • Other related duties as assigned by the Technical Manager DHHS is seeking an expert with the leadership, technical, and interpersonal skills necessary to enable success on this high-visibility project. Note: While database skills are important to this position, this is not an operational database administrator role.* *Desired Skills and Experience:** • Extensive industry experience in data conversion/migration from legacy systems, and the ability to clearly communicate that knowledge • Experience leading the development and implementation of a data migration strategy to a SOA-based system • Ability to lead effectively in a matrix organization consisting of state government employees, higher education staff and faculty, and commercial IT services vendors • Knowledge of Enterprise Architecture Frameworks such as MITA (Medicaid Information Technology Architecture) or TOGAF (The Open Group Architecture Framework) • Experience with Medical Claims Processing systems, especially Medicaid • Experience with Beneficiary eligibility determination and enrollment systems, especially those connected with State and Federal entitlement programs • Superb written and oral communications skills. Strong proficiency in English is required • Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds.
