**** * * * **SCOPE OF SERVICES * In July, 2007 the City Council passed and the Mayor signed Local Law "Int 586 - A" designed to reduce the contributions to political campaigns of entities that do business with the City of New York. The practice of businesses providing large campaign donations to candidates is known as "pay-to-play". The legislation mandates that the Department of Information Technology and Telecommunications (DoITT) create a consolidated database for tracking information related to eight entities types managed by multiple city agencies and provide this data to the Campaign Finance Board (CFB) in real time. DoITT plans to deliver the functionality required to comply with this law in four phases. *Phases One -Three have already been completed. * Phase Four will utilize DataShare's Service Oriented Architecture to map data from federated agencies'/offices' data sources and then display it in a format that will be viewable to the public via the comprehensive Doing Business Search on NYC.gov. Additional rules and processes underlying what has been implemented in Phases One, Two, and Three will also need to be further developed to better streamline the consumption and accurate aggregation of the Doing Business data as well as respond to changing interpretations of the law.
