There is no DBMS_OBFUSCATION under SYS user, but I found two scripts in the
Rdmbs/Admin folder:
dbmsobtk.sql - Contains the PL/SQL interface to the obfuscation toolkit
pvrtoctk.plb - dbms_obfuscation_toolkit_ffi wrapped.
Should we have the packages somewhere?
