Only way you could do that is to write a standalone function/procedure that
would call the packaged function/procedure. Sorry there is no (documented)
way. You must prefix the package name to the function or procedure when you
execute.
Maybe this is due to name resolution algotithms ... what happens if there
are two procedures with same name, same parameters in two different
packages? In case of standalone functions and procedures, the names are
stored in DBA_OBJECTS, so no duplicates can be created. By storing only the
package name in the DBA_OBJECTS, oracle has in-fact provided a much flexible
mechanism to overload the procedures or functions.
