Joe, I don't think we've enough information to state that she doesn't
have Oracle running on her Linux machine at home, and hasn't diligently
practiced and studied. I learnt Java in a similar way before getting my
first Java developer job back in '96.  I would expect people on this
list to be a little more supportive of someone who wants to learn.

Karen, the first thing that comes to mind is to try to join the graduate
training programme at a big outsourcing shop like EDS, IBMGS or CSC.
They're always hiring, and they often offer training.
