You can do it with SQL*Plus for small volumes - a number of utilities,
including Jared's dump.sql, are available from the web. For Unix
platforms and larger volumes there is a utility named pdqout on the
Oriole website, a finely tuned C/OCI program. It is free up to 200,000
rows and can output XML as well.
