It depends on what you need and what you mean by "standby server". OPS/RAC is multiple instances and a shared database. If you really need ultimate HA, OPS/RAC is second to none for system or instance failure events. If one instance or node is blown away (e.g. mainboard meltdown), then failover to another instance can be very fast and relatively transparent. There are no data synchronization or data loss issues as there might be with, for example, a standby database. On the other hand, . If you mean one catch-all solution for all possible failure scenarios - HA and DR - then OPS/RAC isn't it. A shared database means that if there is a media failure, all nodes and instances are affected. It is run on a local cluster, so it provides zero protection from site failure events. OPS/RAC provides great protection against instance or system failure and none against media or site failure.
