Marin,
This doesn't work either..
I can load the products.jar file in to the 8.1.7 installer, it then asks
what I want to install (Database or Client), choose Database, it asks what
kind of database (standard, enterprise etc.) I choose either standard or
enterprise, click next to install, and the java installer dies. It simply
ceases to exist ;)
Again - I gave up ;)

I think there is no jrew.exe in Java2 and the 9i installation relies on JRE
1.1.8 (which is in the \stage\components\oracle.swd.jre directory of the
first CD)
Assuming that you already have installed 8.1.7 on this machine and its OUI
is properly working u could try to use it to install 9i (just load the
products.jar from the \stage directory of the first CD from the
distribution)
hth,
Marin
