Smells like a software coding problem on the client side. Can you provide
additional information on how the DB is getting updated? Some
programmers/programs do a 'lock table <tablename> in exclusive mode' before
inserting/deleting/updating which is totally unnecessary & can cause your
problem. There are two init parameters that can have an effect as well.
Serializable which controls when table locks are acquired during read operations
and row_locking which controls when row locks are acquired during update
operations.

Dear All,
Whenever any insert is made in a particular table, one row exclusive
lock attained by Oracle, additionally one of the rollback segment is
exclusively getting locked.
Also no one can insert into the table till the first transaction is
committed or rollbacked. Could anyone explain why this rollbacksegment is
exclusively getting locked, so also Oracle is preventing inserting records
into the table. FYIm overall there are 20 rollback segments are configured
for the rollback tablespace.
