Use SharePlex for Oracle. Users can continue to do their activity on the primary machine, while you upgrade and test the secondary. Once the upgrade is complete, shareplex then applies the waiting transactions to the target. It's nice, because it can replicate between different oracle versions, different OS versions, and even different OSs.
plus, if you are 24x7 you can create an HA instance out of the target.

The documented mechanisms for upgrading a db is to use the
migration tool or run the u0xxxxxx.sql script on your old
version data files. All this implies downtime which I
cannot afford. How do 24x7 shops upgrade oracle software?
I did the upgrade from 8.1.6 to 8.1.7 with a standby db process.
The standby was running 8.1.7 with primary at 8.1.6. It
worked fine, however this is unsupported.
