Well put!
I absolutely hate this "feature" of Oracle. Based on the number of times this
questions comes up here and other lists, and my own experience, its a source of major
confusion, not to mention the fact that it makes managing object privileges
unnecessarily diffcult.
(Sorry for the OT flame, its just a real sore point with me).

To create a view or procedure the rights have to be granten to the person directly and
not through a role So yes, quite normal behaviour (maybe not wanted)
