I started to get the feeling that since no one had the answer to my 
question, maybe I was asking the wrong question.

Thanks to those who replied. You helped me figure out where I made a few 
wrong assumptions.

I don't mess with procedures and functions much. A book I was using as a 
reference got me real confused with some examples that are clearly wrong -- 
procedures with return types specified. My procedure was using 
dbms_output.put_line to "return" a value, but that isn't really a return. It 
isn't surprising to me now that the Sitescope monitor couldn't deal with it.

I'm using a function now and it is working.
