--Create roles for the possible user types.
--Grant permissions to the roles.
--Create induhvidual lusers in the database.
--Assign the appropriate role to the appopriate luser.

Anything else can quickly become a maintenance/monitoring nightmare.  This
is why roles were "rolled" out.
