Only thing I remember is an old limitation on "init.ora" file size of 10Kbytes, after which entries would be ignored. But I imagine that the IFILE= is in the beginning of the node-specific file, not at the end? Usually, folks put it first, so that subsequent entries in the node-specific file can override...
