No it does not.
try the following from the command line
(with no tnsnames.ora file)
(substitute valid values for machine, port, sid, etc)
sqlplus username@(description=(address=(protocol=tcp)(host=machine1)(port=1521))(connect_data=(sid=sid1)))
it will work.
A similar syntax can be used in defining database links, by passing all
need for tnsnames.ora file
