My instructor in a recent Oracle Education class said that there were a couple of smart alecs that caused quite a stir within Oracle. After receiving their OCP, they couldn't log into a database, and claimed it was because they had never actually used Oracle. The instructor indicated that the new requirement (9i I believe) would require you to take at least one class. I asked "do you mean everyone that takes a class from you will be logging on".
