PCTINCREASE is not relevant if you are using locally managed tablespaces. The DBA did tell you correctly, but he/she meant for dictionary managed tablespaces, not LMT. In 8i, the SYSTEM tablespace still has to be dictionary managed, while in 9i the default is now LMT
