1. Assuming Wait Events:
   Please check the Database Server Reference Guide for the respective release. Also check www.oraperf.com, there a list of wait events by Oracle Versions. Free membership is required.
 
2. Using triggers at database level.
    for example:
       create or replace trigger  trig_mystoredproc
       after startup on database.....
       declare
           ....
        begin
              -- your code, calls to other procs... etc
        end;
        /

Where can i find a list of Oracle Db (8i, 9i and 9iR2) events and menning?
 
and by the way how can i fire a Stored procedure if a event (ex.: Shutdown or Startup) is ocurring?
