We had the same problem upgrading from 8.1.6 to 9.2.0. The problem is that you can not upgrade from 8.1.6 but have to install 8.1.7 or 9.0.1, do an upgrade and then install and upgrade to 9.2.0. We decided to do export/import while converting to locally managed TS with uniform extents.
