On windows by default Oracle will look in %oracle_home% (prob
d:\oracle\ora92 from your description)\database for these files. Thus I
expect you to be starting your database with spfilevirvitdb.ora.  You
can tell be typing show parameter spfile when in sqlplus as system/sys.

Specified by oradim at db creation and can be read from HKEY\local
machine\software\oracle in the registry.
