You are right, but:
In 8.1.6 doc the line next to the KEEP parameter
say:
KEEP: specify the number of bytes above the high water
mark the table will have after deallocation.
This let me to believe the deallocate will not shrink the
first extent.
The text you found is in sub paragraph 3 under
it.
