I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one
PEIMS Technical Lead, hereafter referred to as Worker(s), who meets the
general qualifications of ITSAC Developer Analyst 3 Category, Emerging
Technology Type and the specifications outlined in this document for the
Texas Education Agency (TEA).
All work products resulting from the project shall be
considered "works made for hire" and are the property of the TEA. TEA may
include pre-selection requirements that potential Vendors (and their
Workers) submit to and satisfy criminal background checks as authorized by
the Texas law. TEA will pay no fees for interviews or discussions, which
occur during the process of selecting a Worker(s).
Job Description:
In the role of Technical Lead, you will be responsible for overseeing the
architecture, design, development, and implementation of the redesign of the
Public Education Information Management System (PEIMS) in an agile software
development environment. This includes design coordination with the PEIMS
Maintenance project and the Statewide Longitudinal Data Systems project.
Qualifications: 10+ years work experience as a Technical Lead working with
the following languages, tools, and methodologies:
A. Technical lead role
B. Agile development
C. Project management
D. Implementing Microsoft technologies
E. Web architecture design and implementation
F. High volume system architecture design
G. Hardware and software load balancing technologies
H. Data replication / ETL technologies
I. Multithreading, socket programming, distributed transaction
processing
J. System stress testing / performance testing framework
K. Business process / rules modeling
L. Business Intelligence tools
Responsibilities
A. Lead technical teams in designing and prototyping technical
solutions
B. Create implementation proposals
C. Review technical designs, code, test plans
D. Create well-designed, reusable objects
E. Create and execute project work plans for the technical team,
revising as necessary to meet changing needs and requirements.
F. Communicate and enforce best practice coding standards.
G. Consistently deliver high-quality products and services to clients on
schedule.
H. Communicate difficult/sensitive information appropriately.
I. Communicate with customers technical concepts in easy to
understand language.
J. Communicate effectively with stakeholders to identify needs and
evaluate alternative business solutions with project management.
K. Develop an understanding of clients' business and suggest effective
programming solutions.

III. TERM OF SERVICE
Services expect to start approximately January 4, 2010 and are to be
completed by August 31, 2010. Total estimated Worker hours shall not exceed
1280 hours. This service may be amended, renewed, and/or extended providing
both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
A. Services shall be provided during normal business hours unless
otherwise coordinated through the TEA. Normal business hours are Monday
through Friday from 8:00 AM through 5:00 PM, excluding State holidays when
the agency is closed.
B. The primary work location(s) will be at 1701 North Congress Avenue,
Austin, Texas 78701. Any and all travel, per diem, parking, and/or living
expenses shall be at the Worker's and/or Vendor's expense.
