The error message that you're citing ("can't declare any more prefixes
in this context") is caused by improper use of a SAX NamespaceSupport
instance.  (See http://blogs.fivesight.com/pbblog/index.php?p=45 for
an explanation.)

Your code worked in Tomcat 4 because it had an older version of the
SAX libraries that was more permissive.  Your best bet is to take a
look in the class that's using the NamespaceSupport instance and see
if you can rearrange the order of operations:

org.xml.sax.helpers.NamespaceSupport.declarePrefix(Unknown Source) at
