Yes, these are two different things:

      * The two syntaxes (XML and compact) are two different syntaxes in
        which you can express a schema (you choose the one you like
        better and there are converters that convert to and from these
        syntax without any information loss).
      * The simplification is the description of a process that removes
        all the syntactical sugar from a full schema to extract its
        meaning (as far as validation only is concerned) expressed with
        a minimum of basic construct blocks. The result of the
        simplification is equivalent to the full schema in that it
        validates exactly the same set of instance document but a lot of
        information is lost during the simplification process
        (annotations but also everything that deals with the modularity
        of the schema).

Implementations do not have to actually perform the simplification as
described in the spec but the result of their validations must be the
same than if they had performed it.
