If you are looking to do this in the cloud, check out RDP (remote desktop access) to Azure instances to get it to work/experiment/troubleshoot - then look at Startup Tasks (which allow you to run a command as part of the Azure deployment) to make changes which will be part of all future deployments. Both are relatively new features (around since late last year).
