Can you send me your export file? Did you try on a local instance? What error are you getting?

If you are looking to do this in the cloud, check out RDP (remote desktop access) to Azure instances to get it to work/experiment/troubleshoot - then look at Startup Tasks (which allow you to run a command as part of the Azure deployment) to make changes which will be part of all future deployments. Both are relatively new features (around since late last year).
