Hello Jayme, Phrag topperi is a name that has been used in the past as a trade name for Phrag. richteri, which is by some seen as a natural hybrid. In that case the name should be Phrag. x richteri. So your plant is Phrag. richteri x Phrag. boissierianum which has not (yet) been registered, as far as I know. So it has no name at this time. I hope this answers you question.
