Where the programme is for entertainment purposes I believe the producers take license to fake audio for CCTV to provide narrative clarity. For reference, the current “Surveillance Camera Code of Practice” says: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/204775/Surveillance_Camera_Code_of_Practice_WEB.pdf 3.2.2 Any proposed deployment that includes audio recording in a public place is likely to require a strong justification of necessity to establish its proportionality.
