I don't see why this is true...we can judge the elegance of a chair or a car or whatever without making it. Why not a piece of origami art? "Design" has (at least) two senses... I'm talking in the sense that "the design of that car is elegant" as differing from "the design (as in the blueprints/plans) are elegant."
