I stumbled across a reference to this over on Facebook, and eventually tracked it down. Don't yet have the creator's name, only his Flickr username, but I'm working on it. (The website involved is all in Chinese, which I don't read, except rough guesses through my Japanese dictionaries!)
It's apparently something he designed in response to the April, 2011 Monthly Design Challenge at the Origami Forum, themed "Spring in Japan" in memory of the earthquake and tsunami - a seedling sprouting from the snow.
