Our testing with ZYB.com (Vodafone) is stuck because the server sends
incorrect anchors (apparently based on time, but sometimes with offset

Indeed. I have correspondence with them for this very issue dating back a year.

However it seems that they had it working in between and now it surfaced again - it was some problem with the GMT offset back in 2008, and apparently still (or again) is.

Disabling the client-side check of the anchors would allow us to do
normal incremental syncs.

ZYB needs legacy mode anyway, we could also disable anchor checking in legacy mode. Or add a new option flag to the profile for that. I would not want to generally disable client side anchor checking, of course.
