They can and should fit into the current package infrastructure we use today. This would allow the full rpmlist to be known at the time a "package set" is defined, and it would also allow for OPD distribution of them. Now that we've resolved to allow for distribution specification in the config.xml files, there will be no reason these should be hard coded anymore.
