Summary: Check/prompt for passwords at startup

Initial Comment:
Currently, the install_cluster script assumes that you
are running the installer as "root" and that you have
access to the filesystem/database.  However, if you are
NOT root, there are still several steps you can do
before you finally realize that you aren't root, at
which point the installer either prints out cryptic
error messages or bombs out.

It would be very helpful if the installer checked at
the beginning to see if the user had access to all
parts of the installation and, if not, prompt for any
required passwords.  This would go for the oda database
as well.

This seems to be done (it checks right at the top of 
install_cluster to see if you're root)
