First, go to:
http://oscar.sourceforge.net/repository/oscar_repositories.xml
Like I said, you have to get somebody with write access to this file to
add your URL here.
Then, go to any of the URLs listed there. For example:
http://sponge.ncsa.uiuc.edu/ftp/oscar/repository/oscar_packages.xml
This is a fairly full example file.
