I don't know what might have changed since I last touched these two packages, but here's what I can tell you about the last state I was aware of if it helps at all.
Torque was made to conflict with OpenPBS but not vice-versa. (Obviously, because the Torque package was assembled long after the OpenPBS package was out and released, w/ no knowledge of Torque) So, when I selected Torque, I know it deselected OpenPBS automatically... Not sure about the other way around.
I sent out a note several weeks back citing reasons to ditch OpenPBS altogether, which I think you should do... so if you missed that, might want to dig it up. The conflict issues wouldn't be there w/o OpenPBS of course (that wasn't one of the reasons to ditch it though).
That's my .02. (gov't subsidized).

I don't know about actually installing OSCAR w/ Torque instead of
OpenPBS.  Perhaps the developer who put it in can help there isn't yet
done with this part?
