Summary: update docs for current multicast capabilities

Make the 4.0 docs accurately reflect what OSCAR's current multicast
capabilities. I suggest that the word "experimental" be used. ;-)

Added the following to the docs, in the release notes:

supported. If you are having problems with multicast and

I successfully got some multicast installs to work. I had to
make some changes manually to get them working. I used
Oscar 3.0 Here are the changes I had to make (all other
settings in flamethrower.conf were left as default)
