Summary: rpm conflict error after downloading packages via opd

Initial Comment:
A user can download any packages via opd at step 0
"Download Additional OSCAR Packages..." and then just
go step 3 "Install OSCAR Server Package" without
selecting the downloaded package at step 1.
As expected, the unselected package should not affect
the packages supposed to be installed.
But it causes rpms conflict errors at step 3.

For more specific case, I downloaded pbs via opd and
went to step 3 and then got the rpm conflict error b/w
torque and pbs
even though pbs is not selected to be installed.

I tested the the PBS package from OPD on OSCAR trunk and it
seems that one of the Torque RPMs got picked up by depman:

--> Installing server non-core RPMs (core RPMs already
installed)
$VAR1 = '/tftpboot/rpm/openpbs-oscar-2.3.16-12.i386.rpm';
$VAR2 = '/tftpboot/rpm/torque-1.0.1p5-2.i686.rpm';
$VAR3 = '/tftpboot/rpm/openpbs-oscar-client-2.3.16-12.i386.rpm';
$VAR4 = '/tftpboot/rpm/openpbs-oscar-gui-2.3.16-12.i386.rpm';
$VAR5 = '/tftpboot/rpm/openpbs-oscar-mom-2.3.16-12.i386.rpm';
$VAR6 = '/tftpboot/rpm/openpbs-oscar-server-2.3.16-12.i386.rpm';
$VAR7 = '/tftpboot/rpm/maui-oscar-3.2.5p2-9.i386.rpm';

I added a print statement in Package.pm's install_packages
subroutine <print Dumper(@pkgs);>.

For the specific problem with PBS, the MAUI that comes with 
OSCAR 4.0 requires /opt/pbs/bin/qalter which both OpenPBS 
and Torque package provides.

Therefore even though OpenPBS was not selected to be 
installed, it was picked (by DepMan?) to be installed and thus 
caused the conflict.

Docfix needs to be updated.

- I confirmed this on FC2 server
- a possible workaround is to select pbs then unselect it, in 
the 'Select OSCAR Packages to Install' step
- DongInn will attempt a doc fix for now
